I would have a read up on Active X controls, they used to work on internet explorer and some versions of Microsoft edge but are basically obsolete with a number of security issues.
They may be able to be enabled from a trusted source but you will need the correct browser installing, I think they are only used on Microsoft products but not sure.
Microsoft themselves have loads of help topics and advice on them.
