Carplay to use mobile data rather than wifi

That's strange. It should connect automatically via bluetooth. Have you enabled a bluetooth connection and ticked the appropriate boxes (I think you have to enable data transfer)?
 
Don't think I can offer any further help. On mine, when I start the car it automatically connects to the phone, then as soon as I press the satnav icon I get the google map. In fact if I want the JLR satnav I have to go into "connections" and turn off the "automatically open" switch. One oddity of mine is that it randomly switches on the radio via carplay - usually after I turn off the ignition and get out of the car - even when the radio app on the phone is closed.. Only other thing I can suggets is rebooting Pivi - there are instructions on here somewhere on how to do it.
 
I think you may have just solved MY problem. I've pulled up Android Auto on the phone and switched off "start music automatically", That may solve the radio thing for me. Have you checked that "Start Android Auto while locked" is enabled on the phone and "start Android Auto automatically" is enabled on the vehicle?
